Requirements:
Minimum Requirements:
- BA in Accounting
- 5 years directly related experience or the equivalent in financial management of a complex business organization
- Experience with ERP systems (i.e. PeopleSoft)
- Microsoft Office proficiency, Excel, Word, Access
- Ability to work without supervision
- Organization/prioritization ability
- Demonstrated high degree of interpersonal skills
- Effective oral and written communication skills
Preferred Requirements:
- Masters in Accounting, CPA or MBA
- Knowledge in higher education accounting and budgeting
- Professional experience in budgeting, accounting, auditing and development of policy directives.
- At least five years of demonstrated supervisory experience.

Job Description:
This position is responsible for planning, development, and implementation of Academic Affairs budget. In addition, this position is the primary contact for all information requests from other Academic units under the Provost, whereby academic divisions and departments can monitor their budgets and provide fiscal information.

Responsibilities include:
1) Responsibility for preparation of the annual and biennial budget for Academic Affairs in compliance with established guidelines. Ensuring validity, completeness and accuracy of these budgets and regularly monitoring budgets for all academic units under the Provost.
• Coordinate annual salary budget process for the Academic Affairs Division according to established university guidelines.
• Coordinate and maintain accurate & up to date colleges'/units' annual operating budget process based on established university guidelines.
• Prepare annual and/or biennial budget information for Academic Affairs based on established guidelines from NDUS and NDSU.
• Analyze financial related data to ensure compliance with state, federal and campus policies.
• Develop reports in order to monitor and analyze budgets to actuals at least on a monthly basis and address any issues with appropriate division or department. Consulting with the Provost as necessary.
• Forecast, monitor and analyze Academic Affairs Division annual budget.
• Responsible for education and training of academic units on budget and financial related matters in order to ensure proper monitoring, documentation and compliance by the colleges/academic units.
• Prepare preliminary financial budgets for Provost's approval.
• Act as liaison and consult with university budget office when questions, etc., occur with budget and fiscal related transactions.
• Provide assistance/guidance to the colleges/units when questions or problems arise regarding their budgets.
• Approve and process payments from colleges/units for expenditures to be paid by the Provost.
• Prepare and process payments for Provost's office expenditures.
2) Responsible for maintaining and providing financial information as requested by academic units, the NDUS, Legislature, and other internal and external constituents as appropriate.
• Provide financial information for committees, task forces, planning groups and other internal constituents to assist in appropriate fiscal planning for the University.
• Assist colleges and academic units within the Academic Affairs Division with financial reporting needs in order to ensure timely and accurate information for internal and external constituents.
• Assist and provide training on financial reporting for colleges/academic units.
• Maintain faculty tenure and academic rank records and prepare annual faculty tenure report for System Office.
• Prepare proper paperwork for agenda items to be submitted by the President's Office to the Systems Office.
3) Prepare/process academic personnel paperwork.
• Review/process all payroll forms for colleges/academic units under Provost.
• Resolve questions/problems with payroll forms.
• Process appropriate paperwork for adjunct appointments, developmental leave, leave without pay, and emeritus faculty appointments.
• Process requests to recruit and request to offer for faculty/staff positions under the Provost.
• Work proactively with HR/Payroll and Equity and Diversity to assure that proper policy is followed.
4) Other financial planning and reporting duties as assigned.
• Prepare annual "Cost of College" analysis.
• Assist Provost with special projects.
• Complete special assignments and represent the University on NDUS committees and projects or the division on NDSU committees and projects, as appropriate.
• Prepare Provost's Annual report.
