Salary Range: $4,260 - $7,100 Monthly (Salary commensurate with ed. and exp. Benefits include employer paid family health care, generous pension plan, paid vacation, sick leave & flex time)

Hiring Range: $4,260 - $5,680 Monthly

Assist with the operation of the North Dakota Health Information Network (NDHIN) and help to ensure the privacy and security of patients protected health information by developing and maintaining policies and procedures and conducting audits and investigations of system usage, complaints and potential breaches.

Provide stakeholder support and assist with resolving help desk tickets. Develop and maintain excellent stakeholder relations. Perform data analytics on usage of the NDHIN and healthcare data within the NDHIN.

•Develop and maintain policies, procedures and administrative rules for the NDHIN.
•Ensure patient privacy by providing accountings of disclosures and investigation of suspected breaches and complaints
•Assist with the operation of and ensure NDHIN system integrity.
•Maintain a high level of professional competence.
•Provide responses to help desk tickets and maintain customer relations.
•Possess technical proficiency in the use of the NDHIN applications.
•Perform data analytics.

Individual must have excellent oral and written communication skills and be able to work independently with minimal supervision.

Duties and Tasks

Maintain current knowledge of program guidelines through review and research of changes in rules, regulations, federal and or state laws, etc. including HIPAA, 42 CFR Part 2, and ONC programmatic requirements,
•Coordinate with stakeholders to gather data and assist in the development and maintenance of policies, procedures and administrative rules, laws, etc.
•Respond to inquiries and provide general guidance regarding the policies, procedures and administrative rules and other laws of the health information network via telephone, e-mail, and in person.
•Conduct reviews to identify errors, fraud, or similar problems needing attention and providing quality control through regular periodic audit of NDHIN transactions to ensure compliance with rules and regulations.
•Provide accounting of disclosures/uses, investigate, research and conduct complainant interviews and report on complaints or potential breaches.
•Coordinate and facilitate user authentication and individual participation in the NDHIN
•Resolve matching issues with stakeholders and vendor.
•Participate in the annual review and update of the strategic and operational plan.
•Perform data analytics using vendor and self-developed tools including developing data analytics processes and procedures while ensuring data analytics follow state and federal rules and regulations, NDHIN policies and participation agreements.
•Maintain proficiency with NDHIN applications; research and conduct testing with beta versions of NDHIN before release to customers; and monitor & participate in vendor and NDHIN online user groups and other networking tools that increase proficiency; and make regular contributions to the NDHIN support sites.
•Provide day to day phone and e-mail support regarding NDHIN issues; resolve issues according to organizational guidelines; work with vendor and stakeholders to provide technical advice and resolve problems; and work closely with the NDHIN Team regarding issues affecting stakeholders.
•Develop and maintain good working relationships with NDHIN customers and assure that service levels meet customer’s expectations.
•Maintain proficiency with NDHIN applications; research and conduct testing with beta versions of NDHIN before release to customers; and monitor & participate in vendor and NDHIN online user groups and other networking tools that increase proficiency; and make regular contributions to the NDHIN support sites.
•Manage Communication pieces such as brochures, designs, website, etc.
•May requires overnight travel to remote locations as well as the ability to work independently.

Requires a bachelor’s degree with a major in computer science, computer or management information systems, project management, business administration, healthcare-related or a field closely associated to those listed and three years of work experience involving business analysis activities such as requirements planning and management, elicitation, documentation, solution assessment, etc. Additional work experience as described may substitute for up to two years of the education requirement on a year-for-year basis.

Preference given to applicants with experience working:
•in a healthcare environment or
•with electronic health record systems or
•with medical information systems or
•experience with health insurance portability and accountability act (HIPAA) and 42 CFR Part 2 or
•with clinical based data analytics, medical terminologies and population health.
