Summary of Work

The Information Technology Division provides specialized technology and support services. These functions include design, development, implementation, and maintenance of computer systems, network administration, computer hardware and software support, help desk, forms management and technology training. The successful candidate must be able to make sound decisions with minimal guidance, stay current with trends and changes in the area of technical expertise and related areas. Must also possess strong interpersonal skills with the ability to motivate individuals and create a strong team environment. The successful candidate is responsible for analyzing business needs, implementing software solutions and support of existing applications in state Fleet of the ND Department of Transportation. This position requires project management skills, analysis, script, batch processing, and report writing (no in-depth programming). This individual must have excellent communication skills to ensure users’ needs are met and to conduct training.

Must have the ability to express ideas clearly and concisely, both orally and in writing in normal and stressful conditions; communicate clearly to avoid confusion and misunderstanding with other employees, customer, or the general public; remain calm and composed when dealing with distraught or angry employees or members of the public; ability to read, interpret, and explain applicable standards, technical literature, regulations, plans, and specifications; ability to accurately and clearly complete required paperwork; prepare written or oral reports frequently in tight time frames.

Duties and Tasks

•Analyze business problems, develop technology solutions to these problems and manage the project through its lifecycle.
•Provide system support and maintenance on various computer platforms for NDDOT users.
•Research, evaluate and analyze existing division/district operations, both automated and manual, for efficiencies and recommend information technology applications.
•Identify, research, develop, coordinate and provide training needs.


Requirements:
Minimum Qualifications

Requires one of the following:

1.Five years of in-depth experience in information technology programming;
2.An Associate degree in Computer Science/Information Systems and three years of work experience in information technology programming;
3.A Bachelor's degree in Computer Science/Information Systems and two years of work experience in information technology programming.

Requires demonstrated knowledge of client server environments, programming languages (examples: C#, .Net, ASP.NET, JavaScript, Visual Basic for Applications (VBA), applications (examples: MS Office Suite, Visual Studios) and database management systems (examples: ORACLE and SQL Server). Position requires a demonstrated knowledge of business analysis, system development and project management techniques.

Preferred Qualifications

Preference will be given to those with demonstrated skills in SQL, .NET Development (specifically ASP.NET, C#), Crystal Reports, working with time sensitive batch processing, and experience with application lifecycle management.
