Management – 55%
1.Manages the day-to-day office operations and directs the workflow.
2.Manages the HRMS-HR, includes serving as an Access Control Officer.
3.Serves as the lead for HR operations in the absence of the Chief HR Officer and provides backup support as needed for the Chief.
4.Manages the policy review process and the duties associated with the development/writing/research/ maintenance/tracking of BSC, NDUS and SBHE policies and procedures.
5.Conducts job analysis and manages the development/maintenance of job descriptions/position descriptions.
6.Manages preparing and filing incident reports and logging/tracking sensitive HR issues, harassment reports/complaints and Title IX reports/cases in a timely manner.
7.Manages the preparation/updating/maintaining of the faculty and staff salary spreadsheets.
8.Manages reports/statistical information/correspondence/Access database and HRMS information system: i.e., spreadsheets, salary surveys, turnover data, communications, queries, reports, handbooks/manuals, etc. as requested by administration, departments and the NDUS.
HR Functions – 30%
9.Coordinates and maintains the faculty sick leave, Family Medical Leave Act (FMLA), Leave Sharing Program, Return to Work, and Infant at Work processes, communications and tracking in conjunction with the Payroll Coordinator.
10.Coordinates contracts for benefited faculty and staff hired during the academic year and the annual contract/employment notice process for employees.
11.Conducts final review of the employee changes checklist to ensure HR updates are accurate in PeopleSoft, Access, salary spreadsheets, Perceptive Content, etc.
12.Administers HR activities such as recruitment, compensation, benefits, and risk management.
13.Creates new positions in PeopleSoft.
14.Researches, analyzes and interprets state and federal HR employment laws, rules, regulations, practices, policies and procedures.
15.Keeps the Chief informed and updated on issues, projects, information, etc.
16.Provides technical assistance on HR issues to managers, supervisors, and employees.
17.Communicates HR related information to employees, conducts research and responds to requests for information.
18.Advises managers and supervisors regarding appropriate corrective and disciplinary actions and proper documentation to support those actions.
19.Prepares and/or assists with preparing HR presentations (i.e., supervisor training, supervisors briefing, broadbanding, etc.).
20.Coordinates faculty (hires, changes, contract pay, corrections, clean up, etc.) personal and job data information in ND Hire using PeopleSoft core HR module.
21.Screens job applications, conducts exit interviews, participates in job interviews as requested by supervisor and/or as needed.
22.Serves on the Records Retention committee, and/or other campus committees/sub-committees as needed.
Title IX – 10%
23.Serves in a BSC Title IX Investigator role.
24.Participates in investigating employee and/or student complaints/grievances; prepares investigation reports and suggests recommendations for remedy.
Miscellaneous Duties – 5%
25.Promotes innovation, creativity and ideas to improve/enhance processes, functions, etc. in the department and as a whole for the college while focusing on innovation at a flat level and fostering a culture of no fear for innovative practices whether implemented or not.
26.Performs other duties as assigned or required.
•Appropriate bachelor’s degree and five years of related human resources work experience.
•Office management and supervisory experience.
•Experience and working knowledge of federal and state HR employment laws, rules, regulations, practices, policies and procedures.
•Well-developed skills with various computer software programs (i.e., Microsoft Word, Excel, Access, PowerPoint, Internet, electronic calendar and email, etc.) and excellent keyboarding skills.
•Excellent interpersonal and communication skills working with employees, students and the public.
•Excellent written skills.
•Good organizational skills, analytical skills, and the ability to attend to details.
•Ability to take initiative and follow through on work assignments/projects/reports, etc.
•Ability to work independently and make sound judgments.
•Disciplined and able to maintain confidentiality.
•More than five years of related and/or human resources work experience.
•Professional Human Resource (PHR) and/or SHRM-CP certification.
•More than 3 years supervisory experience.
